Address Confidentiality vs. Privacy Program

Below is correspondence we had with the attorney administering the Voter Registry Privacy Program. I thought it would be useful for everyone.

Please read the correspondence for yourself. My take on this is that voters, although their name is in the back of the book, need to verify identity just like any other voter. They are not given a special card like the voters in the Address Confidentiality Program.

Please refer to page 2 which states “This will place the name of the voter at the end of the registry list in the appropriate voting district without a corresponding physical address.”

This is how they are handled at the polls. This is a nondisclosure statute for when you provide the registry list to third parties. It does not relieve the voter of anything else.

Thank you, I have read the document and although it reviews the process for suppressing the information in CVRS, I don't see specific guidance on what should happen at the polling place.

A voter in the legacy Address Confidentiality Program gets a card from the Secretary's office which they use as ID when they vote. Our poll workers are trained, if they are presented with the card, to ask no questions and immediately look for these voters in the rear of the book. What are these new voters expected to provide, since no card was issued to them?

If they refuse to show ID or don't bring ID, are they going to fill out the same affidavit as other voters, which requires an address?

Dear Attorney Carini,

How will these voters display on the official voter list. Will they be the same as individuals who participate in the Secretary's Address Confidential program. Those voters have a yellow card which proves their identity. What is the procedure for processing these new confidential voters at the polling place.
